I know a little about that.
Here some tips for you.
If you want host a server go to u.s.g.n sites which you can see under Unreal Software logo, but usgn sites are not available at this moment. You have to wait.
There is a second choice too. If you have somekind of messenger and you can chat with your friends. you can do the temporary server in cs2d game.
And after that you say your ip to your friend and then there is able to connet. And you can see your ip in cs2d game menu just in there where you do the server.
