First thing first: The only thing that is open is dedicated server and cs2d
Now when i join a server (any server) i have around 100 ping and after around 5 minutes my ping go from 6,000 to 20,000 but the weird thing is that i can move but other peoples cant see me move and i can see everyone moving smoothly weird right? help plz @
Mami Tomoe: Stop using translator. Just use this for signle words.

I think you ignored everything I said. go to speedtest.net tell me results ... try disabling firewall scann for viruses

Have you tried to set LAN to 1, so if you using dedicated-server in offline mode, the problem still occurs?
If you start other gameserver you have high ping, too?
Do you using antivirus softwares? Try to turn off til 1 hour.
Try to scan for viruses/malwares.
If nothing happens ask your provider, but i don't think its helps, since you posted a nice network test.
Reinstall your OS, or use an another PC to test CS2D Server to see you still getting this annoying thing.
