This is cs2d with many stupid bugs fixed:
-the HEs in the walls in de_cs2d
-maps with out waypoints, now have waypoints
-buy zone in de_cs2d, the terrorist could buy in the bombsite "A"
-5 new maps with a good size for cs2d
-the old map cs_druglab added
-map de_desert now have the desert skin

so this is basically a mappack... I actually kind of liked the bug in map de_cs2d 
New Cs2D Fixed version:
-the mac10 damange reduced
-in the map de_cs2d the terrorist had many advantage, now the map is balanced
-all the maps have waypoints
-all the round you get $1800
-No laser and no flamethrower
-you defuse the bomb 6 sec. with defuser and 11 sec with out defuser
-the USP has 100 reloads
-Deleted the message "Someone picked up the bomb" and "Someone dropped the bomb", because the CTs can know who have the bomb
-in the version 1.0 some gfx of real_de_nuke didnt exist, added

is the mod using the USGN or an own network? New Cs2D Fixed Version:
-No zoom to more power in Sniper Rifles
-When you have an AWP in your hands you cant move and this weapon can shot 1 bullet and have 10 reloads
-Scout is now slow and make more damange
-Now you can connect to USGN but you can play only with people with Cs2D Fixed
-Knife kill with 2 Hits
-maps real_de_nuke and real_de_dust2 Fixed

I think that his computer works just fine and there is nothing problem with graphic card and prosessor. Definitely the CS2D game takes low level of computer behavior. His computer must be so damn bad if it doesn't run CS2D and I doubt it.
The problem must to be into installing or there has come some problem with downloading of game file.
