nowadays where you mostly play on 24/7 server you only need update to get the serverlist and most of the servers will keep being online for weeks/months.
so once you got the list you just can use refresh to get the new settings like how many players there are and what settings they have.
why would anyone find the incentive to do that? If you aren't in a game, chances are you are searching for a good server, if you just keep on pressing the refresh button, you're in turn just looking at the "settings" of the existing servers, but having no intention of joining them. In my experience, if there's a server that interests me, it takes me an average of 1 to 2 seconds to decide which server I'm going to go to. The refresh button is enabled after 5 seconds normally, and it would only be practical to refresh the settings after 15 seconds. If you can't make up your mind on which server you're going to go to in 15 seconds, and you have to refresh instead of update the list after that amount, then you must be a very indecisive person or you just like clicking on the refresh button.
